Please be informed that EMAS users will have to do the followings to retrieve the latest information from e-ComM and register the TAC in the EMAS system to be able to use the TAC for label application.
1. Go to Tab 1 in EMAS 2. Retrieve the TAC with the latest information from e-ComM 3. Register the TAC 4. Go to Tab 2 in EMAS and find the latest registered TAC to be used for label application

SKMM has notified SIRIM QAS International Sdn. Bhd. regarding the amended technical specification for certifying land, mobile and aeronautical mobile radios to be effective immediately. Please be informed that the technical specification for channel spacing, operating frequency and maximum Effective Radiated Power (ERP) for the said category of mobile radios shall be in accordance with Annex 1 of the notice as attached. However, other technical requirements shall remain the same as specified in Technical Specification for Land Mobile Radio (SKMM WTS LMR Rev.1.01:2007). Kindly take note that the frequency bands specified are for certification purpose only and do not reflect the actual frequencies that can be applied by end users for the Apparatus Assignment. Please be informed that IT/Networking product which is intended to be connected behind devices that provide adequate network protection for Public Telecommunications Network is excluded from certification either Type Approval or Special Approval. Nevertheless, import permit is still required under Custom Act 1967 (Prohibition of Import 2008). The applicant shall submit an application under the IT/Networking Product category at http://ecomm.sirim.my. An OTH file number (e.g. SQASI/OTH/YEAR/XXXX; where XXXX is the file reference number) will be generated for each application and this file number is to be used during application for importation with DagangNet Technologies Sdn. Bhd. (http://www.dagangnet.com.my). Kindly be noted that effective from 1st March 2013, the OTH file number shall be utilized for first and subsequent Import Permit application with regards to the same company and product (model number and brand).

Any LTE consumer device and network equipment that support Band 3 and Band 7 are subjected to Type Approval. Kindly submit the application through http://ecomm.sirim.my. For device or equipment that has been previously type approved for Band 7 only but also supports Band 3, kindly submit your application for the same model under Parallel by Comparison. In line with the publication of these eight (8) Technical Codes in World Trade Organization (WTO) website, our clients are given a six (6) months grace period effective from 13 June 2013 to comply with the new requirements specified in the Technical Codes as in Attachment A. We are pleased to announce the enhanced e-ComM system will be in full operation on 31 July 2013. In order to improve our services and serve you better, we have added several new modules whilst improving the existing ones.
The newly enhanced e-ComM will feature Type Approval, Special Approval, IT/Networking, Registration of Manufacturer, Label Application, Label Forecast Program, Central Payment, Market Surveillance and SIRIM Enquiry modules.
To guide you through the enhanced e-ComM, kindly refer to the User Manual. To acquire this manual, log into e-ComM and go to the ‘Company’ tab. The manual will be available there.

ONE IMPORT PERMIT FOR ONE CONSIGNMENT
Please be informed that effective from 31st July 2013, one import permit for Communication and Multimedia products shall only be used for one consignment for Customs clearance. The validity of each import permit remain the same, which is 3 months.
Please be informed that certification label requirement for communications and multimedia products are mandated under the Communications and Multimedia Act 1998, Communications and Multimedia (Technical Standards) Regulations 2000. In accordance with these, the application of an import permit shall not be entertained if there is no procurement of certification label made for the previous approved import permit of the same company.
Application for certification label shall be made either using eComM or eMas system within 14 working days from the Customs clearance date.
Please be advised that for better traceabilty and exchange of data between the integrated systems (eComM, eMas and ePermit), importers/certificate holders are encouraged to use the electronic declaration system and the accurate tariff code for the product ( note: tariff code subheading under SIRIM Berhad : 8443, 8517,8525, 8526, 8527, and 8529).
The declaration done via electronic system will prompt Sistem Maklumat Kastam (SMK) to generate the electronic K1 number or SANDEC details thus providing the necessary input for certification label application.

SIRIM QAS International Sdn. Bhd. through Communication and Multimedia Certification Section will unveil new program in labelling requirement called e-Labelling and Self-Labelling, with the goal of eventually linking to increase the percentage of certified products with certification mark in the local market.
Please find Attachment as below for your reference and information.
Prior to the implementation of this program, we would like to seek your view and opinion or your proposal on the program in order to ensure this program does not become a technical barrier to trade for the communication and multimedia industry as well as to ensure the program be implemented without hiccups.
Also, if your manufacturer has already been practicing e-labelling or self-labelling for other countries, we would value your sharing of knowledge with us in terms of its procedures and requirements. The feedback will be compiled and shared with the interested parties including SKMM.
We are also planning for a sharing session with the selected interested parties based on the feedback before finalization is done on the contents of the program.

Please be informed that effective from 11th November 2013, the following documents shall be submitted immediately after Certification Label application submission is made through EMAS. These documents are required to be verified before the processing of Certification Label Application.
1. Copy of K1 if there is no Sandec (SMK declaration number) available in the e-Permit system 2. Permit from SIRIM (for tariff code under subheading 8443, 8517, 8525, 8526, 8527 and 8529) or permit from other OGA/PIA (for tariff code other than the 6 subheadings under SIRIM) or pro forma invoice if the product does not require permit.
Submission of the above documents can be made at our counter or can be emailed to cmcslabel@sirim.my
Kindly take note that the Certification Label application will only be processed if all documents required are adequate. 24 hours processing time will be calculated after receiving all documents.

ONLINE PAYMENT MODULE (E-PAYMENT) FOR e-COMM TO START OPERATING ON 3 FEBRUARY 2014

We are pleased to announce that our online payment (ePayment) module incorporated in e-ComM is ready to be used starting from February 3rd 2014. This method of payment will cater for all of our services namely Type Approval (including New Application, Add Host and Renewal), Special Approval, Certification Label Purchased, IMEI Registration , Import Permit Account Registration and Registration of Manufacturer.
The ePayment will offer several methods of payment which are through FPX (online banking through Maybank, CIMB, Hong Leong bank, Bank Islam, Public Bank & RHB), credit card and advanced payment for services provided. Advanced payment method is where clients are able to make an upfront payment and deduct the fee of applications from the upfront payment. This is similar to debit card concept whereby client may ‘top up’ the value of the debit deposited.
It is our sincere hope that the ePayment will facilitate our clients in their process to obtain fast, precise and efficient services from SIRIM. Our customer services counter at Building 25 will still be in operation as usual with limited resources to cater for payment made over the counter and inquiry. We encourage the usage of this payment method and we hope all of our clients has amicable experience in using this module.

Please be informed that with regards to the announcement made in eComM dated 20 June 2013 on notification of grace period for new SKMM MTSFB Technical Codes, the grace period to comply with new requirements end 12 December 2013. New application/Parallel application/Renewal/Additional Host shall be subjected to new SKMM MTSFB Technical Codes whichever is relevant. To proceed with the evaluation, kindly provide the followings:
a) Full Test report (New Application) b) Full Test report or Supplementary Test Report for Additional Requirements, or previous Test Report and Comparison Table for testing results compliance between the old TS and new TC from principle (Renewal/Adding Host)
Please take note that the requirements for the acceptance of test reports remained the same.
Failure to submit the above requirements may be subjected to recommendation for suspension up to maximum 6 months and followed by termination.

EXTENSION OF IMPLEMENTATION ON APPLICATION AFFECTED BY SKMM MTFSB TECHNICAL CODES AND AMENDMENT ON ADDITIONAL HOST APPLICATIONS

In relations to our
announcement entitled NOTIFICATION ON GRACE PERIOD
FOR EIGHT (8) TECHNICAL CODES (announcement reference no.: SQASI/CMCS/1/15/013)
and REQUIREMENT FOR CERTIFICATION UNDER THE NEW SKMM MTSFB TECHNICAL CODES
(announcement reference no.: SQASI/CMCS/1/15/030), we would like to give an
update on the changes to our procedures for NEW, PARALLEL, RENEWAL and
ADDITIONAL HOST applications that are subjected to the relevant Technical Code.
The changes are made to ensure our procedures are in line with the new SKMM
MTFSB Technical Code publication and in compliance to ISO/IEC 17065:2012
Conformity assessment - Requirements for bodies certifying products, processes
and services.
1) New and parallel application shall be based
on the new SKMM MTSFB Technical Codes (TC) for communication product.
[Affected existing Technical Specification (TS) are SKMM FTS PSTN
Rev.1.01:2007, SKMM FTS P ACLIP Rev.1.01:2007 and SKMM FTS P PABX
Rev.1.01:2007.]
2) For additional host and renewal applications that are
affected by the implementation of the new SKMM MTSFB Technical Codes, the
maximum year for renewal is one (1) year after 12 December 2013. The
imposition of mandate to comply with the new Technical Codes for additional
host and renewal applications are extended to their next renewal date. If the
CoC’s expiry date is 11 December2014 and onwards, application for renewal shall
not be accepted even if the application is submitted earlier than the expiry
date (before 11 December 2014).
As stated in the
said announcements, the grace period for applicants to comply to the new
Technical Code ends on 12 December 2013 which means that any application for
RENEWAL and ADDITIONAL HOST after the said date shall now comply to the new
SKMM MTFSB Technical Code. However, since the new requirement calls for
significant change from both the industry and SIRIM QAS International, the
grace period is EXTENDED to each TAC’s next renewal.
Nevertheless, all
applications shall conform to the new SKMM MTFSB Technical Code starting from
its next expiry date.
Kindly take note
that renewal and additional host applications that has applied for 5 years
validity, the TAC shall only be valid until 10 December 2015 and shall be
suspended thereafter. The TAC shall be valid if the certificate holder complies
with the new requirement.
Pursuant to the
review of our procedures, we are also announcing amendment to our Additional
Host application in order to align our practice with the standards and existing
procedures. Kindly refer to Annex 1 for the full detail.
We apologize for
the delay in parting with a decision regarding this matter. A considerable
amount of time had to be put into discussion and system enhancement to ensure
the decision made is the best for both industry and SIRIM.

Dear Valued Customers,
In regards to DTT Broadcast
Service Receiver certification program and direction from MCMC, we are
announcing a grace period until 31 March 2015 for interim certification to be
given to all customers in which will take effect immediately. Within the grace
period, all affected products shall be submitted for certification for interim
certification whereby the assessment of non-accredited laboratory shall be
postponed until after the aforementioned dateline.
After 31 March 2015, the
certification program shall be implemented fully and all affected laboratories
shall be subjected to the full requirements.

Dear Valued Customers,
In its strive for continous improvement and excellence, the Malaysian Communications and Multimedia Commisson (MCMC) will introduce SLP for certified communications and multimedia products.
As the name denotes, SLP is a program where a Certificate Holder of Type Approval or its Principal/Manufacturer is able to self-label their products with certification mark in accordance with MCMC’s Guideline on Certification Mark for SLP . The certification mark indicates a product has been certified by appointed Certifying Agency (SIRIM QAS International) as meeting MCMC Technical Codes (TC) that applies to that product.
As such, a launching ceremony of the said program will be jointly organized by MCMC and SIRIM QAS International. Hence, it is with great pleasure we invite you to attend the Launching Ceremony of the SLP which will be held as follows:
Date : 27th January 2015, Tuesday Time : 8.30 am to 12.00 pm Venue : Auditorium Malaysian Communications and Multimedia Commission (MCMC) Off Persiaran Multimedia 63000 Cyberjaya

conjunction with a full implementation of Self-labelling Program (SLP) start on
June 2015, we want to announce that effective from 1st May 2015, the SIRIM
Label issuance under SIRIM label Forecast Program (SLFP) will be no longer
available.
All SLFP
customers are advised to submit the label application under SLFP before 1st May
2015. The maximum period of the production forecast has remained the same which
is 3 months from date of label issuance.
However, the quantity of SIRIM label issuance for Forecast label will be
limited to the usage of the product forecast until 31st May 2015 only.

interim certification period for DTT broadcast service receivers as set by SKMM
itself shall end on 31 March 2015.
As such, please be informed that the normal certification
process shall apply for all DTT broadcast service receivers.
Please find guidelines for Type Approval of DTT broadcast
service receivers in the document enclosed below. We extremely encourage all of
our clients to go through the documents and adhere to the guidelines and
processes.

NOTIFICATION ON GRACE PERIOD FOR FIVE (5) TECHNICAL CODES PUBLISHED BY MCMC
|
|
Kindly be informed that the Malaysian Communications and
Multimedia Commission (MCMC) has published five (5) Technical Codes (TC) which
are related to the certification of communication equipment. In line with the publication of these five
(5) TC in World Trade Organization (WTO) website, our clients are given a six
(6) months grace period effective from 28 May 2015 to comply with the new
requirements specified in the TC as in Attachment. The grace period ends on 29
November 2015.
During the transition period from 28 May until 29 November
2015, new models are encouraged to comply with the new TC. The approval for new
model and existing Type Approval Code (TAC) that still adopted the old TC, will
be recommended for suspension on 29 November 2015 until the certificate holder
provide the evidence of compliance. The TAC shall be valid if the certificate
holder already complies with the new requirements.
The comparison between old and new TC shall be referred to the
Attachment in this announcement or in the respective TC.
The TC documents are available and accessible from SKMM
website at http://www.skmm.gov.my/Legal/Register/CMA-Registers.aspx (listed
under “Technical Regulation; Register of Technical Codes”).

Online Payment - A Better Transaction Method
|

Dear Valued Customers,
Please be informed that SIRIM QAS
International is in the midst of enhancing the full implementation of GST in
which include a system to issue receipts and tax invoices. However, since the
system’s performance is still optimizing, there are time delay in issuing
receipts and tax invoices. The maximum time recorded is between two to three
hours.
As such, to avoid these time delays, we
strongly encourage our clients to use our online payment system, ePayment,
which has started its full operation on February 3rd 2014. With
ePayment, issuance of receipts and tax invoices are almost immediate.
The ePayment offer three (3) methods of
payment:
1.
FPX. Available for Maybank, CIMB, Hong
Leong bank, Bank Islam, Public Bank & RHB
2.
Credit Card
3.
Advanced Payment
(Advanced
payment method is where clients are able to make an upfront payment and deduct
the fee of applications from the upfront payment. This is similar to debit card
concept whereby client may ‘top up’ the value of the debit deposited)
We encourage the usage of the ePayment
method and we hope all of our clients will have satisfying experience in using
our ePayment system.

Dear Valued Customers, Please be informed that the operation of the Customer Service Counter at Communication and Multimedia Certification Section (CMCS), Building 25 will be closed from 16 July 2015 (Thursday) until 20 July 2015 (Monday) in conjunction with the Hari Raya celebration. Due to the public holiday and the extended holiday for most of the staffs, please take note that CMCS will not be in full operations from 15 - 21 July 2015. However, there will be staffs on duty to provide services albeit with some limitations. In reference to the gazettal of the Customs Order (Prohibition of Import) (Amendment)(No. 4) 2015 P.U(A) 137 which was enforced on 1st October 2015, SIRIM QAS International, acting as a Cross Border Regulatory Agency (CBRA) has agreed that the exemption of the Certificate of Approval (CoA) (import permit) for hybrid products shall be given to the 77 tariff codes in the Amendment of Fourth Schedule Item No.12 of P.U(A) 137 effective from 10th February 2016 with the following terms and conditions : 1) Importation is carried out by companies operating in: a) Free Industrial Zone (FIZ)1, b) Licensed Manufacturing Warehouse (LMW)2, and/or c) Bonded Warehouse(BW) 2. 1 approved by Royal Malaysia Customs (RMC) 2 licence issued by Royal Malaysia Customs (RMC) Reference: http://www.customs.gov.my/en/pg/Pages/pg_fz.aspx ; http://www.customs.gov.my/en/ip/Pages/ip_gl.aspx 2) Imported product is for re-export only. 3) Importation into Principal Custom Area (PCA) is not included in this exemption. Bhd. As part of our continuous improvement exercise in providing value added services while addressing better clarity in the certification process for Communication and Multimedia Equipment, SIRIM QAS International Sdn. Bhd. is introducing a Certification Agreement for Compliance Approval (Type Approval) on Communication and Multimedia Equipment. This Agreement is developed in order to align with ISO/IEC 17065:2012, where one of the General Requirements is to have a legally enforceable agreement for the provision of Certification Activities which is stated in Clause 4. You may get a copy of the FAQ at the attachment below. This document serves as a guideline for manufacturers, testers and other related parties in performing test on DTT Receivers. The FAQ cover three major scopes of DTT test, namely SI/PSI, RF and OAD in accordance to technical codes SKMM MTSFB TC T004 and MCMC MTSFB TC T011. Furthermore, the FAQ also cover HbbTV test in accordance to technical code SKMM MTSFB TC G002. The FAQ is developed based on feedbacks from manufacturers and testers on the disambiguation of statements in the technical codes and technical issues in regards to current test suite, Version 1.0 Please be informed that the result of test cases listed in this FAQ can be considered as PASS if it tallies with the explanation and elaboration in the FAQ, and SIRIM shall accept the test report for the purpose of certification. 1) The information stated on registration for trademark/brand name certificate shall be in either Bahasa Malaysia or English. Otherwise, the TA applicant or trademark/brand owner shall translate the information into Bahasa Malaysia or English Language and provide the translation during submission (to attach at relevant Option bullet).
2) Authorization letter for trademark/brand name issued by the trademark/brand name owner shall contain no validity period. Should the trademark/brand name owner intents to discontinue the authorization, it may do so by issuing another letter.

Introduction of ePermit Online System (eOP)
In keeping up with technology growth of online payment and acquire the advantages it brings, SIRIM QAS International Sdn. Bhd together with Dagang Net Technologies Sdn. Bhd (DNT) are introducing ePermit Online Payment (eOP), an enhanced online permit application implemented within the ePermit web (http://epermit.dagangnet.com/) itself. This new feature will enable users to pay the Import Permit processing fee, as well as Release Letter processing fee through online banking platform (FPX).
eOP will start operating on 1st April 2017 where it will replace the current monthly billing services for approved import permit’s processing fees for communications and multimedia, and hybrid products.
With this implementation, users of ePermit system applying for import permit under SIRIM QAS International as the OGA can obtain their approved Import Permit or Release Letter after successfully paying relevant fees and charges through online banking. This payment method is similar with payment method used for certification (Type Approval / Special Approval/ Self Labelling Program) services at eComM system (https://ecomm.sirim.my/).
The total fee for each permit processing fee is RM 30.20 whereby the fee for SIRIM permit processing fee remains at RM 20.00 + 6% GST. The FPX transaction fees of RM 2.00 + 6% GST will be imposed for every transaction, with a maximum of five (5) Import Permits/Release Letters payable for every payment transaction. As such, customers are encouraged to plan their payments prudently. Below table depicts the breakdown of the charges(Refer attachment)
*for every payment transaction, up to maximum of 5 permits per transaction
*FPX Transaction fee shall be noted in payment receipt and bank statement
**Monthly bill for permit applications will be sent as per current practice from Dagang Net Participating banks in this online payment platform are as below. All customers are required to have either a personal account (B2B1) or a corporate account (B2C) with one of these banks(Refer attachment) in order to make payment transaction in eOP.
With the introduction of eOP, the overall cycle of permit issuance shall be improved, and it shall benefit both customers and agencies with its hassle free and paperless payment method, not to mention time-saving and cost-saving where logistic costs are reduced. It also provides a transparent environment as well as help to reduce the number of debtors.

FPX Transaction Fee for Import Permit or Release Letter Application
Reference is made to announcement no. SQASI/CMCS/1/17/002.
Please be informed that starting from 15th June 2017, the payment for FPX transaction fee, which consists of fees for banks, MyClear and service provider (DagangNet), will be divided into two portions.
For the first portion, SIRIM QAS International will include the bank and MyClear fees of RM1.00 in the eOP charge, whereby the fee remains at RM1.00 regardless of number of permit in one payment transaction.
Meanwhile, for the second portion, DagangNet will charge the Service Provider fee of RM0.50 for each completed permit through their monthly bill.

INTRODUCTION OF LABORATORY AND TEST REPORT REGISTRATION MODULES IN ECOMM
Please be informed that eComM has been enhanced to accommodate two new modules namely Laboratory and Test Report Registration modules. These modules shall efficiently validate the laboratory and test report registration and will smoothen the process of Compliance Approval (Type Approval (TA) application.
With the implementation of these modules, applicants who wish to submit Compliance Approval application shall undergo the following processes in orderly manner:
i) Laboratory Registration (can be applied by Certificate Holder, Consultant or Laboratory owner) ii) Test Report Registration (can be applied by Certificate Holder or Consultant) iii) Type Approval (can be applied by Certificate Holder or Consultant)
Prior to full implementation, a few active users will be selected for pilot program of the new modules, which will start on 1st June 2017. The feedbacks from the pilot users will help us to ensure the modules are workable with maximized efficiency and optimised performance.
The introduction of Laboratory and Test Report Registration modules brings the following benefits to customers: i) Smoothen Compliance Approval application as the filtration of laboratory and test report acceptance are done prior to submission of Compliance Approval application. This is most useful for Hybrid product applications. ii) Provide greater transparency and convenience by allowing the applicants to access the information of the laboratories such as National Accreditation Body (NAB) status, scope of standards and validity of the accreditation, all in one module (Laboratory Registration). iii) Provide ease of reference where the modules provide a more comprehensive list of accredited and accepted laboratories Hassel free as the Laboratory Registration, Test Report Registration and Compliance Approval modules are integrated together. All related information registered in Laboratory and Test Report Registration modules will be available in specific Compliance Approval application. iv) Reduce the issues related to incomplete test reports and improve the quality of evaluation and verification.
It is our deepest anticipation that the introduction of these new features in eComM will improve the overall process timeline and provide a greater user experience for our valued customers. We appreciate your continued support and the confidence that you have placed in us.

We wish to inform that the Malaysian Communication and Multimedia Commission (MCMC) has approved three (3) Technical Codes which are related to the certification of communication equipment.
Below is the list of new and revised Technical Codes for the purpose of certifying communications equipment under the Communications and Multimedia Act 1998 (Technical Standards) Regulations 2000:
1. Technical Code: Long Term Evolution (LTE) - User Equipment (UE) (MCMC MTSFB TC T015:2017- New).
2. Technical Code: Digital Terrestrial Television (DTT) - Active Indoor Antenna (MCMC MTSFB TC T014:2017- New). 3. Technical Code: Digital Terrestrial Television (DTT) - Hybrid Broadcast Broadband Television Middleware Profile (First Revision) (MCMC MTSFB TC G002:2017 - Revised).
In line with the publication of these three (3) Technical Codes in World Trade Organization (WTO) website, our clients are given a six (6) months grace period effective from 12 July 2017 to comply with the new requirements specified in the Technical Codes. The grace period ends on 11 January 2018.

Cancellation of Frequency Band Allocations by Malaysian Communication and Multimedia Commission (MCMC)
MCMC has announced in Class Assignment issued under Section 169 of the Communications and Multimedia Act 1998 (CMA 1998) for Short Range Device (SRD) and Radio Frequency Identification Device (RFID) operating in the frequency range 869 MHz to 870 MHz and Security Device operating at the frequency 868.1 MHz will be cancelled and thereafter will no longer be permitted effective from 1st January 2018 onwards.
MCMC has also announced in Class Assignment No. 3 of 2015, dated 21st December 2015 for Personal Radio Service (PRS) operating in frequency range 477.0125 MHz to 477.4875 MHz and 477.5250 MHz to 477.9875 MHz will only be allowed until 31st December 2020.
In summary, the affected frequency bands and equipment types are:

CANCELLATION OF FREQUENCY BAND ALLOCATION FOR WIRELESS MICROPHONE DEVICE
Malaysian Communications and Multimedia Commission (MCMC) has announced that the Class Assignment issued under Section 169 of the Communications and Multimedia Act 1998 for Wireless Microphone Device operating in the frequency range of 694 MHz to 798 MHz will be cancelled effective on 1 July 2018. Please refer to the Public Notice announcement by MCMC at their official website https://www.mcmc.gov.my/skmmgovmy/media/General/pdf/Public-Notice_Notis-Pemberitahuan-(wireless-microphone).pdf or you may refer to Annex 1 for a copy of the Public Notice.
Following this announcement, new and renewal applications for the wireless microphone devices operating in the abovementioned frequency shall no longer be accepted. Meanwhile for existing approvals, the Certificate of Conformity (CoC) shall be cancelled starting from 1st July 2018. The importation of wireless microphone devices under these approvals are highly discouraged.
Please be informed that based on Class Assignment No. 1 of 2017, the allowable frequency bands for wireless microphone devices are stated in Fourteenth (14th) Schedule as follows: -
a) 26.95728 MHz to 27.28272 MHz;
b) 40.435 MHz to 40.925 MHz;
c) 87.5 MHz to 108 MHz;
d) 174 MHz to 230 MHz;
e) 470 MHz to 694 MHz; or

We are pleased to inform that the Malaysian Communication and Multimedia Commission (MCMC) has approved Technical Code for MCMC MTSFB TC T013:2019 Internet Protocol version 6 (IPv6) – Equipment Compliance (First Revision). The Technical Code is mandated for the certification (Compliance /Type Approval) of communication multimedia and hybrid products.
The Technical Code cancel and replace the previous version of Technical Code, Specifications for Internet Protocol Version 6 (IPv6) Compliant Equipment. All related customers are given a one (1) year grace period effective from 10 July 2019 to comply with the requirements specified in the latest Technical Code. The grace period ends on 10 July 2020.
We highly encourage our customers to plan their certification submission earlier on to ensure your business operations / endeavor continued to run smoothly. Dear Valued Customers,
Effective from 1st September
2019, all NEW applicants (company) are no longer required to fill in and sign
the e-Permit Subscriber Agreement (form no. CMC/DOC/02-7), hence the fee of RM
110.00 on SIRIM Registration for E-Permit System and Stamp Duty respectively
are no longer applicable.
However, the registration with
Dagang Net Technologies Sdn Bhd (Dagang Net) operator of Malaysia’s National
Single Window for Trade Facilitation as e-Permit subscriber shall be done by
applicants directly at e-Permit system website,
http://www.dagangnet.com/trade-facilitation/epermit/.
For existing applicants that have
signed the e-Permit Subscriber Agreement can continue to apply import permits
at e-Permit system website as usual. The said agreements shall be void and not
effective henceforth.

In pursuing our obligation as a Certifying Agency whilst delivering the best service to you, we would like to notify the latest update on Commitment Fee and Certification Fee for Type Approval.
Commitment Fee
Kindly refer to our first announcement on Commitment Fee, SQASI/CMCS/1/17/014: INTRODUCTION OF ANNUAL COMMITMENT FEE published on 13 November 2017.
Please be informed that SIRIM QAS International has introduced an annual commitment fee of RM50 to all of our customers for the purpose of carrying out Market Surveillance activities
For all existing customers, the quotation for Commitment Fee for the year 2020 shall be issued on 16 December 2019.
While for new customers, the quotation shall be issued upon registration of new eComM account.
In order to maintain accessibility to all of the modules in the eComM account, you are advised to make payment for Commitment Fee within stipulated time as stated in the quotation and to complete the Compliance Approval Agreement document if your company has not completed this exercise yet.
Evaluation Fee for Compliance Approval
Kindly refer to our first announcement on Evaluation Fee Restructure, SQASI/CMCS/1/19/0005: UPDATES ON CERTIFICATION REQUIREMENTS published on 14 May 2019.
For Restructure of Evaluation Fee, SIRIM QAS International is pleased to update on the following:
i. Reduction of fee for evaluation of wireless band from RM 650/band to RM 600/band, and
ii. Rebate of RM 1000.00 or RM 2000.00 on total of evaluation fee for wireless feature(s).
Note: Certification fee is made up of registration, processing and evaluation fee.

UPDATES ON CERTIFICATION REQUIREMENT FOR RADIO FREQUENCY IDENTIFICATION DEVICE (RFID)
|
|
Dear Valued Customer,
The Malaysian Communications and Multimedia Commission (MCMC) has reported that they have repeatedly received complaints of Radio-Frequency Identification devices (RFID) that causes radio frequency interference to the local mobile network.
We acknowledged that RFID are manufactured to support a wide range of frequency since they are meant to be sold to many countries globally, and the operating frequency can be tuned to meet the local country's requirements. However, in Malaysia, as the adjacent frequency is utilized by the mobile network, RFID that do not strictly follow Malaysia frequency range assignment has caused interference to the local network as well as other customer premise equipment (CPE).
As such, to minimize the risks of interference and mitigate the problem at source, it is compulsory for all applicants to undertake the following actions:
- - RFID shall adhere to the technical requirements specified in the Technical Code MCMC MTSFB TC T007 “Specification for Short Range Devices (SRD)”;
- - Applicant shall set the frequency range for Malaysia as default frequency setting for all existing and new RFID;
- - Applicant shall indicate the frequency range for Malaysia on product specifications, user manual and product brochure. All documents submitted for certification and for distribution to consumer or buyer shall reflect this.
The detailed information of above actions is available in attached Addendum II of Certification Requirement for Communication, Multimedia and Hybrid Equipment.
The Certificate of Conformity shall be suspended and/or cancelled; and recall activity from the market shall be imposed if a Certificate Holder fails to comply with the Communication and Multimedia Act 1998 and Communication and Multimedia (Technical Standard) Regulations 2000. Failure to comply may also lead to the following penalties under the Act:

TEMPORARY FREEZE OF ALL NEW APPLICATIONS FOR THE CERTIFICATION OF WIRELESS MEDIA PLAYER (HYBRID) AND SET TOP BOX
|
|
4th March 2020 Dear Valued Customer, Pursuant to the investigation conducted by MCMC on
the sale of wireless media player (hybrid) and set-top box on online platforms,
it has been found that the advertisements were misusing and misrepresenting the
certification issued by SIRIM. Misleading and inaccurate statements are made in
promoting the devices implying that the certification is for the device's full
features including its capabilities to stream copyrighted contents illegally. MCMC has imposed a temporary freeze on all new
applications for the certification of devices under the categories of Wireless
Media Player (Hybrid) and Set-Top Box with the following criteria: 1. Device which is designed for connection to television and setup to the
internet via Wi-Fi connectivity; 2. Device which runs on an open-source operating
system such as Android; and 3. Device which enables television to be used for
browsing the internet, streaming video contents from online sources and playing
video games. The imposition also applies to applications
submitted by applicants who have been served with the suspension/cancellation
notice under Regulation 23 of the Communications and Multimedia (Technical
Standards) Regulations 2000 and the case is still ongoing. Nonetheless, the above freeze of applications are
not applicable for MCMC licensees or authorized companies by these licenses
unless they have on going cases under Regulation 23. The temporary freeze for the certification of the device shall be
applicable to all new applications including Type Approval, Special Approval and
Renewal applications that are submitted to SIRIM starting from 4th

Dear Valued Customer,
INTRODUCTION OF SPECIAL APPROVAL (SA) AND CLEARANCE LETTER (CL) FOR PERSONAL APPLICATION
As part of our continuous effort to ensure compliance of imported product and safety of consumers, we are pleased to introduce the Special Approval (SA) and Clearance Letter (CL); a document that represents both Special Approval and import permit for personal application (Special Approval application under individual name).
Starting from 3rd April 2020 onwards, any individual applicants who are importing communication, multimedia, and hybrid products (non-communication product that is integrated with wireless features such as WiFi and Bluetooth) are encouraged to apply for Special Approval and import permit electronically through our online system, eComM.
Please submit your application via INDIVIDUAL APPLICATION module in e-ComM, instead of manual submission (either over the counter or through email submission).
Through this online submission, applicant will receive the Special Approval (SA) and Clearance Letter (CL) within 24 hours, provided that adequate documents are submitted through the online system. As the grace period for
the implementation of IPv6 Compliant Product Certification is nearing to its
end, SIRIM QAS International would like to remind that starting from 10th
July 2020, IPv6 Compliant Product Certification Program will be implemented as
scheduled.
As such, all products
with IPv6 feature that meets the criteria as outlined in MCMC Technical Code,
MCMC MTSFB TC T013:2019 shall be certified. On top of the standard documents
required to be submitted during Type Approval application, IPv6 Product
Declaration is required to be submitted for IPv6 products. Please find the updated
IPv6 Product Declaration template attached below.
For IPv6 Cellular product WITHOUT WiFi
interface (under Terminal/Host category), interim approval will be
issued with a validity period of one year. If the cellular interface compliance
to IPv6 requirement is fulfilled, then the full approval will be issued.

Dear Valued Customer,
The Government has announced the implementation of the National Digital Network Plan or JENDELA under the Twelfth Malaysian Plan (2021 – 2025) to enhance digital connectivity and the quality of experience for communications network across the country.
Pursuant to that, 3G network in Malaysia will be phased out by the end of 2021. The implementation, namely the 3G Network Sunset, aims to improve existing 4G network and to ensure the foundation for 5G network.
As such, the Malaysian Communications and Multimedia Commission (MCMC) has instructed to stop the issuance of approval and renewal of 3G-only device and 4G-capable mobile phones without Voice over LTE (VoLTE) starting from 1 January 2021 :
1. Certificate of Conformity (CoC)
• For new issuance and renewal of Compliance Approval & Special Approval • For registration of IMEI number and product serial number under Self-labelling Program (SLP)
2. Certificate of Approval (CoA)(Import Permit for Malaysian Royal Customs (JKDM) clearance purpose).
Description and examples of affected devices are as follows: • 3G-only devices: Any type of devices that utilize 3G (IMT-2000) technology only for example 3G mobile phone, 3G vehicle tracker, 3G smart meter etc. • 4G-capable mobile phones without VoLTE: Any mobile phones that utilize 4G (LTE) technology but does not support VoLTE*.
*VoLTE – Feature that enables voice calls over 4G network.
Whilst for Certificate Holders of 4G-capable mobile phones, SIRIM will provide a form for you to declare if a certain model supports VoLTE or not. If the model supports VoLTE, its compliance to IR.92 shall be proven for the certificate to remain valid while for models without VoLTE, the Certificate Holders will no longer able to renew affected certificates and do importation starting 1 January 2021.
To verify 4G-capable mobile phone that supports VoLTE, Certificate Holder shall make a declaration through provided form and SIRIM QAS International will verify its compliance through submission of VoLTE test report in according to IR.92, GSM Association’s document for IMS Profile for Voice and SMS.
Upon completion of the evaluation, SIRIM QAS International will update the specific Certificate of Conformity (CoC). With this, Certificate Holder will be able to proceed with Self-Labelling Program and importation of devices.
However, for Certificate Holders that are unable to make declaration and provide evidence of compliance, their certificates shall be invalid, and importation is prohibited.

CERTIFICATION UPDATES PURSUANT TO 3G NETWORK SUNSET – REVISION ON UPDATE
Pursuant to the latest Task Force meeting on the national implementation of Jendela, SIRIM would like to update on the latest revision of certification implementation in lieu with 3G Network Sunset as per announcement no. SQASI/CMCS/1/20/00.
Following the 3G Network Sunset, Malaysian Communications and Multimedia Commission (MCMC) has instructed to stop the issuance of approval and renewal of 3G-only device and 4G-capable device without Voice over LTE (VoLTE) starting 1 January 2021, which covers the following:
1. Certificate of Conformity (CoC) • For new issuance and renewal of Compliance Approval & Special Approval • For registration of IMEI number and product serial number under Self-labelling Program (SLP)
2. Certificate of Approval (CoA) • For new issuance of CoA (import permit)
The detailed description of affected devices are as follows:
• 3G-only Devices : Any type of devices that utilize 3G technology only for example 3G mobile phone, 3G vehicle tracker, 3G smart meter etc.
• 4G-capable Devices without VoLTE : Any device that utilize 4G (LTE) technology that can make phone call via mobile network but does not support VoLTE*.
*VoLTE – Feature that enables voice calls over 4G network.
In general, all issuance of CoC and CoA for 3G-only device and 4G-capable device that can make phone call via mobile network but does NOT support VoLTE shall be prohibited after 31 December 2020. Whilst issuance of CoC and CoA for 4G-capable device that can make phone call via mobile network with VoLTE is allowed based on updated certification requirements as specified in the attached document entitled ‘Certification Updates For 3G-Only Devices And 4G-Capable Devices That Can Make Phone Call Via Mobile Network’. Please refer to the document for detailed information on the certification mechanism and summary of timeline.
Based on this mechanism, all Certificate Holders are advised to plan your certification and importation activities accordingly. Your cooperation to support the implementation of Jendela and improve Malaysia’s communication network are very much appreciated.

It is with great pride and excitement to inform you of our newly enhanced modules in eComM system, which has been live and implemented effective 15th February 2021.
This enhancement involves Type Approval application and Electronic Certificate of Conformity (eCoC) modules as set forth below:
- Addition of Marketing Name field – Applicants are required to fill in the marketing name of a product in each Compliance Approval (Type Approval) application to facilitate the public searching/ enquiry for product certification status in Check Your Label (CYL) Mobile Application and enforcement purpose.
- Addition of Product Features field – Applicants may select and add related features supported by the product from the list provided prior to submission of the Compliance Approval (Type Approval) application.
- New eCoC Design – We have come up with a new eCoC design whereby the changes involved the product information layout, with the addition of Marketing Name and Product Features information fields. However, kindly note that this new eCoC design only applies to new Compliance Approval (Type Approval) application under the Normal and Hybrid application category.

ADDITIONAL REQUIREMENTS FOR THE CERTIFICATION AND IMPORTATION OF WIRELESS MEDIA PLAYER/SET-TOP BOX

Dear Valued Customers,
Further to the temporary freeze of all new applications for the certification of devices under the categories of Wireless Media Player and Set-Top Box (WMP/ STB) since 3rd March 2020, MCMC has found that there are still irresponsible parties who takes advantage of the MCMC/SIRIM’s certification including the use of MCMC and SIRIM’s corporate logos in promoting WMP/STB together with its capabilities of providing access to copyrighted contents from unauthorised sources.
Therefore, MCMC has decided to impose additional requirements for the certification and importation of WMP/STB effective from 1st January 2022. In this regard, the current temporary freeze will remain effective until the new requirements are implemented.
By 1st January 2022, new application/ renewal of approved certificate of compliance (CoC) and certificate of approval (CoA) shall be subjected to the following requirements:

- WMP/STB to be affixed with a warning notice on the offences related to access to copyrighted contents from unauthorised sources; and
- The list of authorised resellers and relevant records that provide traceability of WMP/STB supplied to authorised resellers shall be made available to MCMC and/or SIRIM as and when required.
The new requirements shall be applicable to all WMP/STB that meets the following criteria:
- Device which is designed for connection to television and setup to the internet via Wi-Fi connectivity.
- Device which runs on an open-source operating system such as Android;
- Device which enables television to be used for browsing the internet, streaming video contents from online sources, and
- For consumers market (WMP/STB for digital signage/advertisement or similar applications are excluded).
